However when I use the primer underneath the sheer glow I feel it makes the foundation look too matte/flat.

I'm of darker complexion which makes it harder to find foundation my color but Khartoum is the perfect fit, it Applies on evenly with full coverage all day and you only need 1 to 2 pumps.
